Ammophila arenaria (European beach grass) with the other lower dune plants: coyote brush, lupine, and ice plant. Ammophila arenaria was planted in the 1940's to stabilize the dunes. Bad idea: it now has a High Impact rating on the California Invasive Plant Council list.
